This question raises more questions here.

Please, keep politics totally separated of safety and answer here political reasons not to cycle in some countries. The user Ambo100's earlier example about Sharia law and two men's prosecution is unverified. Freiheit offered better example (I think I have heard this somewhere but haven't verified it myself):

in Saudi Arabia, women are not allowed to ride bicycles (or drive cars)

Anything like that please gather here.

@Ambo100: I think so. Would it be better to use the term socio-political instead of politicial? The things are so closely interwoven and just stressing politics probably mislead readers. I am rather sure that some locations do not like t-shirt free male riders or something like that, not political desicion but rather social silent knowledge. – user652 Jun 14 '11 at 21:20
I agree that using "political" is potentially misleading. Perhaps simply using the word "safety" would be better, even though safety (or lack of it) is very much intertwined with the political situation. – Neil Fein Jun 14 '11 at 21:50

The United States, because you may be subject to arbitrary arrest, detention and torture, especially if you are non-white or non-christian. The US also deports non-citizens to countries so they can be tortured or killed.

Australia, because killing a cyclist using a motor vehicle is effectively not a criminal act. Motorists face small fines and temporary loss of licence if they murder a cyclist. For example Eugene Mcgee who may have been drunk but definitely did run down a cyclist and kill him, but has been found not guilty of everything from careless driving to perjury. His case is unusual in that there was a political outcry, normally the deaths pass almost unnoticed.
