On a smooth track, rolling resistance is least with maximum pressure. That's why trains use steel wheels. A track is smooth, but roads have regular bumps half the diameter of the tire. If a tire has no "give", then the bike bounces instead of the tire deforming, which costs energy. So there is a tradeoff.

Michelin says this is for comfort and handling as well as speed. If I am only concerned about speed, is higher pressure always better?

Most, but there can be a few (like the ones that hold the reflectors on) that may not be. It's probably not enough to carry a collection of stainless nuts and bolts, but there is probably already a collection of stainless nuts and bolts on the boat.

Actually, a chain link fence can cause problems if it catches your handle bar just right, but not as bad as barbed wire.
