Maybe it is a simple formula. Take the interior area of the tube, maybe 78 sq inches. Fill the tire to 100 psi. Add a 150 lb rider. Is the 150 lbs distributed evenly among the 78 sq inches (assuming no tire stiffness)? If so, this would add about a little less than 2 psi. The increase in contact area would be proportional. I'm not sure about this, but it seems reasonable.

I think it has to be accurate. I checked it myself (on a tire with a shrader valve) and got the same result -- about 1 psi increase from 45.

Michelin says this is for comfort and handling as well as speed. If I am only concerned about speed, is higher pressure always better?

Most, but there can be a few (like the ones that hold the reflectors on) that may not be. It's probably not enough to carry a collection of stainless nuts and bolts, but there is probably already a collection of stainless nuts and bolts on the boat.
