When should a wheel be replaced?
I can't imagine replacing the rim without replacing the spokes. Rims generally cost a lot more than spokes and last longer.
Why is it safer to bike with traffic, instead of facing oncoming cars?
Don't forget that most, maybe all, experienced cyclists would ride with traffic, so those riding against are likely to be systematically different. Less skilled, less experienced, maybe less sober.
