My $1 a bottle was referencing how cheap beer is. A typical bottle of beer costs roughly $1 whereas a bottle of liquor easily costs $10 or more. Those sleeves provide more protection than is necessary on a relatively cheap item, at a much larger time cost. For more expensive liquor the sleeves make a lot of sense.

That's a lot of work to minimize noise. At around $1 per bottle I'd rather risk breaking a bottle. The cardboard solution above is easier and does the same job.

Depending on the bar ends you may be able to remove an end cap and use TT style brake levers which sit inside the bar ends. Failing that there are any number of bmx/mtb/etc style brake levers which have a clamp which could secure to your bar ends either lever end up or down based on how you clean up the cables.

I've actually found it's much easier to sit all the way up then just hovering over the bars. Also the "heavier" feeling the steering is the more stable it will be. My cruiser with wide handlebars and a thick tire rides no handed quite well, but I find road bikes much more challenging.

Speaking to geometry though, all styles of bikes that take drops have a shorter seat tube and are more likely to keep their seats low to provide more room to bend at the knees. This setup is essential to the appropriate techniques and may be worth mentioning.
