Since you don't mention what model Fuji, you have to make sure your brakes are compatible with your new brifters. STI's are generally incompatible with linear pull brakes.

You need a universal one as mentioned. Your frame has an integrated hanger so a modern model/brand specific replacable type will not fit. You need a universal type.

While I agree the spindle is only 12 mm the opening in the cup is closer to 22mm and the splines on the cup are about 32mm.

Be sure to order a shifter compatible with your brake levers. I-spec shifters mount to the brake lever. Non I spec clamp to the bars. There are also shifters that are part of the brake lever.

Try using Bikepedia. By selecting the brand and model you can find out what years that model was produced. The components brand and level are listed along with the colors available that year. It can take a bit of comparison between years but has proven pretty accurate.
