Some seatpost designs have two bolts. One bolthead is accessed under the saddle the other through the hole, as the head is on the top. This two bolt design in theory allows for a finer saddle angle adjustment.

I can't speak for all brands, but I recently bought a set of wheels and thought the bearings felt tight. I adjusted them and with in 15 miles they felt loose. So I guess a little tight when new is acceptable.

I work for the US Postal Service and things do get damaged in shipping. The vast majority of the time it is due to poor packing. You can't have too much padding. Go double thick cardboard on the large flat sides and fill it with shipping peanuts.

Absolutely nothing under them. If for modesty sake you feel you must cover them, use light weight nylon or other quick drying material. You want something with the flattest seams you can find.

If you don't have any vibration or brake pad rubbing you should be ok. If you have some pad rubbing it will wear the pads a bit sooner.

Corrosion can be a problem with steel retainers in an aluminum frame. I've also seen them loc-tited in place. The key is lots of controlled torque. Think breaker bar or extension pipes before a hammer.

Have you brought the wheel to your local bike shop to see if it can be trued (straightened)? It will be cheaper than a disc brake.
