Just to be clear, "commuting speed" is a very relative term. Average commuting speeds can range from 10 mph to 20 mph, depending on the person.

High pressure rim tape is elastic and doesn't have a sticky backing, right? If it's the stuff I'm thinking of, it's great and doesn't slide around like ordinary cloth rim tape can.

I tried this, but even with the teflon tape, it still dried out. I don't know if I left too much air in the tube, or if I didn't use enough tape.
