I ended up with Option 2. We couldn't get the IRD derailleur to work -- shop says something is wrong with it, and I never followed up with warranty replacement. The stock Sora FD worked not great, but OK. I've actually replaced the bike and now have flat bars with a Rohloff rear hub, which is a far nicer arrangement. Bottom line, low gearing plus drop bars is a major money, time, and frustration sink, AFAICT.

comment Sources of vibration at high speed in and around rear wheel
It turned out that it was #5 -- the bearings in the hub were worn out. The rim was also worn, so replacing the wheel solved the problem.
