comment Panniers stuck in tire spokes!
Welcome to Bicycles SE. A photo of your rick with your panniers mounted on it would be a big help in diagnosing your problem. Without that, any answers we give will be pure speculation.

comment Can I change my 28“ wheels for 24”?
@KristaA. Everyone (well, almost) rides bikes that don't fit up until and often through their teenage years. Our parents buy our first bikes so that we can touch the ground while we first learn because it's safer. We get our "big kid" bikes and they fit a little better. But we grow quickly and our bikes stay the same. As that happens, we adapt to riding a bike that's too small. All of the sudden, we're fully-grown teenagers and still riding a child's bike. Later, we buy ourselves our first adult bike and, if nobody tells us we're doing it wrong, try to fit it like our childhood bike.
