Also, many counties and local municipalities in California ban riding on sidewalks. Check your local laws if you really insist on doing so.

Whether or not you're required to by law, I'd say it's a good idea to stop even if you're on the sidewalk. And a better idea to simply ride in the street.

I've used that exact homemade headset press many times and have had no adverse effects. I don't see how it could possibly damage the bearing surface since it doesn't actually touch it. It's basically the same design as the $70 one from Park Tools except with wrenches instead of fancy levers. I've also used the high-end ones and I have to admit, they're much easier to use.
