@Batman Feel of the lever is more a personal adjustment that is important to me for panic stops, as well as a way to check for catastrophic failure, such as leaving cantilever brakes "open" after patching a tire.

I'm not sure exactly what you're referring to, but it does make sense that on the front of a mountain bike, the axel (or QR) and the hub are the only things keeping the forks parallel and at the same height. Often, one fork leg is for rebound and the other compression, thus making the "stiffness" of the front axel rather important.

I believe they sit around 18" apart. However, they also flip from front wheel up to front wheel down. This helps the bars from impacting.

A picture of the chain would also be useful, as the chain jumping may be caused by excessive chain slack.

Every bike shop and proper tech I've spoken to about drive trains says to replace warn cogs/rings and a chain at the same time because of the wear patterns.

To be honest, with your list of questions you should really hit up your local bike shop to purchase the parts. They can give you the advice you need, and their prices should be competitive. You might also want to find a bike shop that offers free clinics and training.
