comment I often get a sore neck when riding. How can I adjust the setup of my bike to help prevent this happening?
Get someone to take a picture of you riding by, in profile.

I love to go through parking lots to avoid traffic. As you get to know the route by bike, you'll start to see other options.

Is it important to measure spoke tension within 10kg?

You can get away with just 9 speeds on the rear, and no derailleur on the front, even with heavy loads, especially if you choose to space the gears wide apart. I do this and pull a trailer with my twins in it, in a hilly part of the world. Total weight of bike + trailer + people = 450lbs. However, I don't ride long distances, my legs are strong, and I often talk myself out of doing it because it's hard. If you're somewhere flat, it's way easier.

You can true against a brake pad. Also, consider fatter tires with lower pressure - that would soften the blows on your wheel. Even when I was 290 lbs, I never broke a spoke (not that I biked a lot miles).

You could just learn to replace a broken spoke. You'd need the right spokes, the right nipple wrench, and a freewheel tool.

comment How do I efficiently shift gears on a road bike with downtube shifters?
What exactly is your concern? Is it the fact that you can't reach the shifter with your hands on the bars? Or the fact that it's not indexed? Or something else?

is right - your tire might be fine. Examine the rubber for cracks and wear. The bike shop can look at it, too. Online is cheaper than the local bike shop, but a good relationship with a local expert is worth more money.

These are side-pull caliper brakes. The correct title for this question is something like "How do I make my brakes stop squealing?"

comment What should I do to get an older bike into good condition
Your chain is not rusted, which suggests that the rest of the bike is in OK shape. But it does look dry, so get some lube on there.
