When I'm not bicycling, I'm a Linux SysAdmin. I'm on the board of my local bicycle advocacy group.

Bikes are my primary transportation. A 2009 Surly Long Haul Trucker, set up as a commuter and a 2012 Trek Ion CX. I also take the bus, but do not own a car.

Is it possible that it's associated with pulling on the handlebars? Is it possible it's in the saddle area (goes away when you're pedaling harder)?

A tire that's too big for the rim would have lateral stability (flopping to the side) issues, and maybe strain the bead seat too much. It wouldn't cause snakebite flats. 1mm above the recommended size is unlikely to cause anything anybody could notice.

comment Why are single-speed bikes with disc brakes hard to find?
There are bikes that use a sliding dropout or rocker dropout with the disc brake mounts on the sliding part of the dropout. With those, adjusting the tension via the dropout doesn't require messing with the disc brake, since it moves with the adjusting part of the dropout. I haven't yet seen this on cheap or midrange bikes, only expensive or custom so far.
