That is done mostly by the rider." - this isn't really true, a bicycle moving forward will happily stay balanced and upright, riderless. This is because the feedback system that maintains balance is intrinsic to the design of the bicycle. The rider can help, but in a straight line they aren't doing most of the work - the bike is self-righting. The dynamics are non-trivial but it basically comes down to the front wheel ground contact position relative to the fork line from the steering pivot.

Perhaps this is someone who has propriospatial sensory problems, or a vehicular AI in development; and they already own a bike but can't afford more than $25 on this. There are many possibilities.

In fact, the user mattnz was asking in the comments to OP's question ( bicycles.stackexchange.com/questions/85604/… ) why OP uses training wheel. OP provided a clear question/issue, let's provide an answer to the question.

There are other solutions if it can't be a trike – maybe a scooter, maybe a wheelchair, maybe just a bike with very low geometry. Impossible to say without knowing more about the OP. Just definitely not training wheels.

They're counterproductive for any sort of training, because they train wrong behaviour. The only use that's not self-defeating is as a permanent addition. But that's no good either, because even a bike with sturdy training wheels is unstable and unsafe, so in that case one should get a trike instead.
